New "Transfer Tax"

As you may have heard there was a new tax introduced in NSW parliament for vendors buying residential or commercial property valued over $500,000. Here are the key points:
  1. Under the proposal, the portion of the sale amount between $500,000 and $1 million will attract a tax rate of 0.2 per cent, before the charge rises to 0.25 per cent for the portion of the sale above $1 million.
  2. The median Sydney house price is about $600,000, which would attract a charge of $200, while the tax on a property sold for $1.2 million would be $1500.
  3. It has been called a "transfer tax" by the NSW govt but is simply another new tax that will add around $90 million annually to the state's coffers. Revenue will go to the Dept of Lands. Stamp Duty goes to the Office of State Revenue.
  4. The media response to the new tax has been uniformly negative. Both the Telegraph and the AFR called it a "monster" tax. The timing is terrible  and smacks of political opportunism given that NSW was a net receiver of new funds from the Federal Govt (via health reforms) in the Budget and that the announcement was "hidden" in the backwash of the Federal Budget and its analysis.
  5. The tax announcement was buried in a press release on security measures for land transfer documents. The announcement was labelled ''sneaky'' by the Opposition Leader, Barry O'Farrell. That statement has been echoed in the press in the news and editorial sections.
  6. ***However**** importantly the tax, while making the cost of a real estate transaction marginally more expensive, it should not have any real impact on Sydney real estate market in which Di Jones operates as it will add possibly around $2000 to the cost of buying a property valued at $2 million. The real impact may be on developers as it makes the cost of starting a development that much more.
